Extend StakeWise Labs operator keys allocation

Approve allocation of 200 validators to the StakeWise Labs.
The operator runs the recommended Node Operators setup and the validators will be running in Google Cloud in Europe.

• Call addOperator function of PoolValidators contract with the following parameters:
